Sowohl Öffentlichkeit als auch Privatheit zu schätzen, gehört zu den Merkmalen moderner Gesellschaften. Einerseits sollen Entscheidungen und Institutionen „transparent“ sein und sich öffentlich legitimieren, andererseits sollen Individuen und ihre Privatsphäre geschützt werden. So gehört die öffentliche Beobachtung von Politik ebenso zu den hervorstechenden Merkmalen moderner Demokratien wie der Schutz des privaten Lebensbereichs vor staatlichen Eingriffen. Das Seminar beschäftigt sich zum einen mit der Genese und den Folgen des modernen Verständnisses von Öffentlichkeit, zum anderen mit der Frage, wie ihr Gegenstück (sei es als Privatheit oder in Form von „Geheimnissen“) konstruiert wird. Dazu sollen sowohl historische Beispiele von Publizität und Geheimhaltung als auch aktuelle Entwicklungen, zum Beispiel um Zusammenhang mit neuen Kommunikationstechnologien, analysiert werden.
