Ulrich Beck claimed that the Risk Society necessarily is a Regulatory Society. The assumption that risk, once identified and assessed, needs to be regulated draws attention to a wide set of issues. Just to mention a few: Expertise, the making and unmaking of risks or the emergence of new institutions (or the growth of old ones (insurance)). Furthermore, regulatory literature has highlighted the differences in risk regulation, within and across countries. In this seminar, we first discuss the basic (common) features of risk regulation to then focus on how risks are regulated, depending on national institutional, political and economic conditions.
This seminar introduces into the field of regulation, focusing on risk regulation, and discusses variation and convergence of political institutions based on a large set of empirical case studies.
