In die „Die Grenzen der Verwaltung“ – einem bereits in den 1960er Jahren verfassten, aber erst im vergangenen Jahr veröffentlichten Text – entwirft Niklas Luhmann eine systemfunktionale Verwaltungstheorie. Die Verwaltung wird als ein spezifischer Typ politischer Organisation beschrieben, der verbindliche Entscheidungen erzeugt und dem es laufend gelingen muss, widersprüchliche Umweltanforderungen auszutarieren.

Die Veranstaltung wird als Lektürekurs durchgeführt. Obwohl der Organisationstyp Verwaltung im Zentrum des Buches steht, eignet sich das Seminar auch für diejenigen, die in anschaulicher Weise Grundlegendes darüber erfahren wollen, wie Politik in der funktional differenzierten Gesellschaft funktioniert.
