Die Abhängigkeit von Mitteln der Entwicklungszusammenarbeit nimmt in den Ländern des Südens vielerorts ab, die Kooperationsangebote für sie hingegen nehmen zu, wie z.B. das Engagements Chinas im Rahmen seines Seidenstraßenprojekts zeigt. Der jüngste entwicklungspolitische Ansatz der Sustainable Development Goals (SDGs) (2015-2030) strebt einen umfassenden Wandel in den Ländern des Südens und des Nordens an und unterscheidet sich in verschiedener Hinsicht von Konzepten und Strategien der Entwicklungspolitik des 20. Jahrhunderts. Darüber hinaus sind auch Instrumente und Modalitäten erweitert, z.B. mit einem verstärkten Fokus auf die Mobilisierung privater Ressourcen. Unter diesen veränderten Bedingungen stellt sich die Frage, ob Entwicklungszusammenarbeit in ihrer bisherigen Form noch zeitgemäß ist. Sind ihre Ziele, Strukturen und Instrumente noch angemessen? Wie muss sie auf neue globale Herausforderungen reagieren, wie kann und sollte sie umgestaltet werden? In diesem Seminar gehen wir den konzeptionellen und strategischen Ansätzen, den Neuerungen und Diskussionen zur Ausrichtung der Entwicklungszusammenarbeit nach. Das Seminar vermittelt einen Überblick über die verschiedenen Theorien und Ansätze in der Entwicklungszusammenarbeit und geht dabei auch auf die unterschiedlichen kritischen Positionen zu Entwicklungszusammenarbeit ein.
