300227 Wettrüsten, Abrüstung und Rüstungskontrolle (S) (SoSe 2019)

Kann man Rüstungswettläufe verhindern? Lässt sich der Handel mit Waffen effektiv kontrollieren? Dieses Seminar bietet einen einführenden Überblick in die Forschung zu Rüstungsdynamiken. In einem ersten Teil führt es in theoretische Debatten zu Rüstungswettläufen und Rüstungskontrolle ein. Im zweiten Teil werden drei historische Fälle von Abrüstungsbemühungen im Kontext von Rüstungswettläufen vorgestellt. Den dritten und längsten Teil bildet eine Diskussion aktueller Themen der Rüstungskontrolle. Zu diesen Themen gehören insbesondere die Kontrolle des konventionellen Waffenhandels, die Zukunft des INF-Vertrags, das iranische Atomprogramm, die Realisierbarkeit nuklearer Abrüstung und die Rüstungskontroll-Bemühungen im Bereich autonomer Waffensysteme (wie etwa Drohnen).
