The course delves into the fundamental aspects of human rights, exploring their definition, nature, and historical evolution. It aims to provide a comprehensive understanding of the evolvement of human rights law, examining the development of these principles and their position within the international legal system, including the examination of key treaties.
A significant part of the course will be dedicated to understanding how states define a 'state of emergency,' a pivotal concept in the context of human rights during crises. The participants will also have the chance to examine the institutions responsible for applying human rights law globally, grasping the roles they play in upholding these rights, even in times of emergencies. Moreover, the course will critically analyze the challenges posed by states of public emergencies to the enforcement of human rights, illuminating the complexities of striking a balance between safeguarding citizens' rights and addressing the exigencies of emergencies.
