300130 Öffentlichkeit in regulativen Verfahren: Medien und Stakeholder (S) (SoSe 2014)

Das Seminar beschäftigt sich mit zwei Fragen: aus einer regulierungstheoretischen Perspektive steht die Teilnahme von Stakeholdern und der Öffentlichkeit an regulativen Verfahren im Vordergrund. Die Ausweitung der Teilnahmebedingungen an regulativen Verfahren wirft Probleme der Koordination auf, problematisiert Repräsentativität insgesamt und, so wird erwartet, erschwert die Problemlösungskapazitäten regulativer Agenturen.
Aus einer eher mediensoziologischen Perspektive stellt sich die Frage danach, welche Öffentlichkeit hergestellt wird, wie und wann Medien strategisch in das regulative Verfahren eingebunden werden und wie sehr Medien eine eigene regulative Tagesordnung zu entwickeln in der Lage sind.
Das Seminar führt in Theorien der Regulierung mit Schwerpunkt auf Teilnahmebedingungen ein und diskutiert die aktuelle Literatur zur verstärkten Medialisierung regulativer Politik.
