Konflikte, Gewalt, Mobbing und Bullying in der Schule werden als Problem nicht nur der einzelnen Klasse oder Schule, sondern auch der Bildungsorganisation diskutiert. Die OECD hat sich ebenfalls dieses Problems angenommen, da mangelnde soziale Kompetenz das Lernen und die Leistungsfähigkeit begrenzt. Präventionsprogramme werden inzwischen nicht nur in der Lehrerfortbildung, sondern auch von Dritten, zum Teil zu erheblichen Kosten, angeboten. In dem Seminar sollen neben Ursachen und Verursachern insbesondere mögliche Handlungsstrategien in der Schule und in der Bildungspolitik diskutiert werden.
