300665 Migration, Development, and Project Management. Comparative Governance under Hybrid Authority (MA: Soziologie der globalen Welt) (S) (SoSe 2026)

This master’s-level course examines international migration and development through a comparative analysis of project management and governance models operating under conditions of hybrid authority. The course frames migration–development interventions as outcomes of governance design rather than policy intent, tracing how development thinking has shaped migration governance and how authority is distributed across state, private, and civil-society actors. It compares project-based migration governance, commonly associated with organisations such as the International Organization for Migration; state-led migration programmes operating under fragmented regulatory authority; and non-project, non-sovereign governance approaches, within which rights-based frameworks and development-finance interventions are examined as distinct but related variants, including those supported by actors such as the World Bank. Across the course, students analyse how funding logics, accountability structures, temporality, and discretionary practice shape implementation outcomes, migrant protection, and patterns of inclusion and exclusion, with particular attention to Global South migration contexts.
