Wie entstehen Gesetze? Wie verändern sich Gesetzesentwürfe im parlamentarischen Prozess? Welche verfassungsrechtlich interessanten Vorhaben stehen aktuell auf der rechtspolitischen Agenda?
Jurist*innen in der Ausbildung befassen sich üblicherweise mit Urteilen und mit "fertigen" Gesetzestexten. Der Gesetzgebungsprozess ist demgegenüber notorisch unterbeleuchtet. Hier will das von mir im Sommersemester veranstaltete Kolloquium gegensteuern. Analysiert und diskutiert werden sollen laufende oder kürzlich abgeschlossene Gesetzgebungsvorhaben des Bundes, der Europäischen Union und des Landes NRW. In der Veranstaltung interessieren sowohl die Inhalte der Gesetze(sentwürfe) als auch der Ablauf der Rechtsetzungsverfahren.
Jede Woche sollten jeweils 1 bis 2 Teilnehmende mit kurzen Impulsstatements in das zu besprechende Gesetzesvorhaben einführen (Erwerb einer Schlüsselqualifikation möglich).
