Die schulische Förderung in Europa wird vergleichend unter den Aspekten analysiert, ob und wie Schülerinnen und Schüler exklusiv und inklusiv beschult werden.
Dies führt zur Auseinandersetzung mit den Strukturen der europäischen Bildungssysteme sowie professioneller Zuständigkeiten und darüber hinaus mit der Sonderpädagogik als Disziplin.
In länderspezifischen Expertengruppen wird auf dieser Grundlage die Zusammensetzung der Zielgruppen allgemeiner und besonderer schulischer Unterstützungsmaßnahmen erarbeitet. Es werden Schnittstellen und Übergänge zwischen den Schülergruppen unter den Aspekten der Förderorte und der Lehrerprofessionen im jeweiligen Schulsystem vergleichend analysiert. Dazu bilden schulstrukturelle Analysen und Modelle der Schulpraxis die Basis.
Ein Transfer auf die Bundesländer Deutschlands wird angestrebt.
