Contents, comment

Um organisationsübergreifende Kooperationen zwischen Jugendhilfe-Einrichtungen und anderen Organisationen herstellen zu können, muss der infrastrukturelle Zusammenhang, in dem die Jugendhilfe steht, analysiert werden können und es müssen grundlegende infrastrukturelle Gestaltungsmechanismen bekannt sein. Dementsprechend geht es in diesem Seminar darum,

  • Jugendhilfe als Teil der kommunalen Infrastruktur und eingebunden in die infrastrukturellen kommunalen Gestaltungsaktivitäten zu analysieren;
  • die Spezifika der kommunalen Sozialplanung und der darin eingebundenen Jugendhilfeplanung im Vergleich zu anderen kommunalen Planungsaktivitäten wahrzunehmen;
  • konzeptionelle Muster der Jugendhilfeplanung zu erkennen und zu bewerten;
  • grundlegende Anforderungen und Handlungsschritte bei der Jugendhilfeplanung wahrzunehmen sowie beispielhaft Mechanismen der Jugendhilfeplanung zu handhaben;
  • aktuelle Probleme und künftige Perspektiven bei der Jugendhilfeplanung einzuschätzen.

In diesem Kontext sind insbesondere folgende Lerninhalte geplant:

  • Infrastrukturgestaltung als Teil kommunaler Sozialstaatlichkeit;
  • Sozialplanung als Teil von Stadt- und Regionalentwicklung;
  • Planung und Sozialberichterstattung;
  • Erwartungen an Planung und Planbarkeit im Rahmen sozialer Infrastrukturgestaltung;
  • Jugendhilfeplanung als Handlungsbereich und Bestandteil von kommunaler Sozialplanung und Sozialpolitik;
  • Auftrag an Jugendhilfeplanung, Planungskonzepte und Planungselemente;
  • Beteiligung als Qualitätselement in Planungsprozessen;
  • Kooperation und Verknüpfung zu anderen Planungsfeldern (Schulentwicklungsplanung; kommunale Gesundheitsplanung; Eingliederungs-/Behindertenhilfe etc.).
