Das politische System durchläuft immer wieder Phasen des Wandels. Betroffen sind davon auch die Beziehungen zu den Wählern. Gegenwärtig sind es vor allem mit Begriffen wie eParticipation verbundene Forderungen und Erwartungshaltungen, welche die Außenbeziehungen des Politischen unter Veränderungsdruck zu setzen beginnen. Elektronische Medien dienen nicht nur dazu, solche Forderungen öffentlichkeitswirksam zu artikulieren und Unterstützung zu mobilisieren, sondern auch als Voraussetzungen ihrer Umsetzung (z.B. sog. „Online-Bürgerhaushalte“, „E-Petitionen“ oder „abgeordnetenwatch“). In dem Seminar werden demokratietheoretische Lesarten dieser Entwicklung vorgestellt und diskutiert.
