Der erste Teil der ´Vorlesung gilt dem Kommunalrecht. Nach einer Einführung werden die Rechtsstellung der Gemeinden im Staat, die Binnenorganisation der Gemeinden, Handlungsformen und Instrumente der Gemeinden sowie die Kreise und weitere kommunale Träger behandelt. Im zweiten Teil wird das öffentliche Baurecht vorgestellt. Nach der Einführung werden die Bauleitplanung, die bauplanungsrechtliche Zulässigkeit von Einzelvorhaben, die Instrumente der Sicherung und Verwirklichung der Bauleitplanung, das materielle und das formelle Bauordnungsrecht sowie Probleme des Rechtsschutzes in bauaufsichtlichen Streitigkeiten behandelt. In beiden Vorlesungsteilen wird die systematische Darstellung durch einzelne Fallbesprechungen ergänzt.
Nach Abschluss der Vorlesung werden als Prüfungsleistungen eine Aufsichtsarbeit und eine Hausarbeit angeboten.

Die Vorlesung richtet sich primär an Studierende der Rechtswissenschaft im Hauptstudium. Ihr Gegenstand ist Teil des Pflichtfachstoffs der Ersten Prüfung im Besonderen Verwaltungsrecht („Kommunalrecht mit Ausnahme des Kommunalwahl- und Kommunalabgabenrechts“; Baurecht im Überblick“).
