Während es in Deutschland seit der Revolution von 1848 über einhundert Jahre dauerte, bis sich die parlamentarische Regierungsweise gegen alle Widerstände und Rückschläge durchsetzen konnte, galt Großbritannien bis vor kurzem als das Modell für den Parlamentarismus schlechthin. Erst die jüngsten Debatten um den Brexit haben auch in Großbritannien zu vermehrten Zweifeln am Sinn und Nutzens der parlamentarischen Regierungsweise geführt. Im Seminar werden sowohl die konstitutionellen und politischen Rahmenbedingungen für die Entfaltung (oder Behinderung) des Parlamentarismus in den beiden Ländern, als auch die Formen des politischen Redens und Handelns in den Parlamenten selbst, als auch die Kritik daran, anhand ausgewählter Beispiele diskutiert.

Erwartet werden regelmäßige Teilnahme und Lesebereitschaft. Von Studierenden, die im Rahmen des Seminars eine Hausarbeit schreiben wollen, wird erwartet, dass sie sich spätestens bis zur dritten Sitzung für ein Thema aus einer zu Beginn verteilten Themenliste entscheiden und dazu in einer der späteren Sitzungen ein Konzeptionspapier vorlegen und in Form eines Referats (10-15 min) vorstellen.
