Die Jugendhilfe wird im öffentlichen Diskurs größtenteils als Bildungs- und Unterstützungsangebot für Kinder, Jugendliche und ihre Familien dargestellt, wobei ihr positiv konnotierte Merkmale wie Dienstleistungs-, Hilfe und Adressatenorientierung zugesprochen werden. Daneben wird aber auch (zunehmend) auf ihre Kontrollfunktion verwiesen, die zum Teil problematisiert wird, deren Stärkung zum Anderen aber auch nicht selten gefordert wird.
Entlang der drei typischen Handlungsfelder Kindertagesbetreuung, Jugendarbeit und Hilfen zur Erziehung soll im Seminar erarbeitet werden, wie Hilfe- und Kontrollaspekte der Angebote und Maßnahmen in den jeweiligen Handlungsfeldern historisch und aktuell diskutiert werden und wurden. Vor dem Hintergrund verschiedener Theorieansätze wird zu diskutieren sein, inwiefern das „Hilfe-Kontrolle-Dilemma“ auflösbar ist bzw. welche Handlungsalternativen denkbar sind.
Im Rahmen der Blockveranstaltung sind Referate und Gruppenarbeitsphasen geplant. Erwartet wird von allen TeilnehmerInnen die Bereitschaft, sich aktiv an dem Seminargeschehen zu beteiligen. Die Erprobung weiterer Lehr-/Lernformen sowie auch die Einladung von PraxisvertreterInnen sind möglich, wenn Interesse besteht.
