Ziel des Seminars ist Darstellung, Diskussion und Reflexion verschiedener Ansätze einer Theorie der Governance. Governance wird verstanden als Spezialfeld politischer Steuerung. Politische Steuerung wird demnach im Kontext der allgemeinen Problematik einer Steuerungstheorie komplexer Sozialsysteme thematisiert. Daraus ergibt sich folgende Gliederung des Seminars:
- Grundlagen und Grundbegriffe der Steuerungstheorie
- Faktoren globaler Governanz
- Theorieprobleme globaler Steuerung
