This seminar will discuss why Latin American refugee and migration legal frameworks have been described by various scholars as 'liberal' and 'progressive', until the massive forced displacement of Venezuelans put these frameworks to the test. The seminar will also analyse the different policy responses in the region to the Venezuelan displacement and the factors that have led some countries (e.g. Chile, Peru, Ecuador) to adopt more restrictive policies, while others (e.g. Colombia, Brazil) have maintained an 'open door' response. The course will also discuss responses to other forced migration flows, such as Haitians, Cubans and Nicaraguans. These discussions will then be used to situate Latin American approaches to forced migration from a global perspective to determine what the region can teach other parts of the world.
