Das am 1. Januar 2005 in Kraft getretene Zuwanderungsgesetz sieht Integrationskurse und Orientierungskurse als zentrales Instrument der Integration. Die Kurse sind für Neuzuwanderer verpflichtend und bieten ihnen in den Integrationskursen einen Zugang zum Erlernen der deutschen Sprache, in den sich anschließenden Orientierungskursen Informationen über die Rechtsordnung, die Kultur und die Geschichte Deutschlands.
In diesem Seminar werden zunächst die Begründung, die Entwicklung und die aktuelle Rechtsgrundlage der Orientierungskurse sowie, darauf aufbauend, gesellschaftliche Diskurse (u.a. Wertevermittlung, Integrationsforderungen und der Vorwurf der Integrationsverweigerung) betrachtet. Darüber hinaus setzen wir uns intensiv mit dem „Curriculum für einen bundesweiten Orientierungskurs“ und mit den vom Bundesamt für Migration und Flüchtlinge (BAMF) zugelassenen Lehrwerken auseinander. Ziel des Seminars ist es, einen Einblick in Anspruch und Wirklichkeit des Orientierungskurssystems zu erhalten.
