220073 Ausnahmezustände in Europa im 19. und 20. Jahrhundert (S) (SoSe 2018)
In dem Seminar soll an ausgewählten Studien des 19. und 20. Jahrhunderts untersucht werden, welche Folgen und Konflikte Ausnahmezustände für Staaten und Rechtsordnungen, überhaupt für gesellschaftliche Systeme hatten. Ein besonderes Augenmerk wird der Frage gelten, ob der Ausnahmezustand – als das letzte Mittel (ultima ratio) eines Staates – tatsächlich primär als vorübergehende Maßnahme zur Bewältigung einer extrem, zeitlich begrenzten Gefahrenlage eingesetzt wurde. Vor diesem Hintergrund soll im Rahmen der Veranstaltung analysiert werden, in welchem Maße der „permanente Ausnahmezustand“ auch verstärkt als „normale“ Technik des Regierens (Giorgio Agamben) verwendet wurde. Dass der Ausnahmezustand, eine der schärfsten Waffen einer Regierung gegen Unruhen, Aufstände und Bürgerkriege, besorgniserregende Entwicklungen hervorrufen kann, soll an historischen Beispielen kontextualisiert werden.
