Kindheit ist in vielen Ländern durch die Entstehung und Etablierung von wohlfahrtsstaatlichen Systemen geprägt. Der Wohlfahrtsstaat umfasst Formen der Organisation und normativen Ordnung des Politischen und Gesellschaftlichen, aber auch der sozialen Beziehungen. Kindheit versteht sich als Grundbedingung moderner Gesellschaften und Teil einer generationalen Ordnung. Somit lässt sich Kindheit als soziales Gebilde und normatives Konstrukt nicht direkt durch politische Steuerung beeinflussen. Wohlfahrtstaatliche Regulierungen setzen an Institutionen der Kindheit und soziale Beziehungen, in die Kinder involviert sind, an, wie Hilfen für Kinder und Jugendliche und Familie oder auch öffentlicher Erziehung und Bildung.

Festhalten lässt sich, dass politische Entscheidungen Einfluss auf modernes Kindsein und Kindheit als Lebensphase haben.

Im Seminar soll deshalb der Frage nachgegangen werden, wie Wohlfahrtstaaten mit ihren Regulierungen und Institutionen Kindheit etablieren und erhalten.
