Die Vorlesung wendet sich primär an Studierende des Schwerpunktbereichs 6 (Einwanderung und soziale Integration) und an Studierende des Schwerpunktbereichs 7 (Arbeit und sozialer Schutz); für sie gehört die Vorlesung zum Pflichtbereich des SPB-Studiums. Für Studierende anderer SPBs gehört die Vorlesung zu den Ergänzungsfächern. Die Vorlesung behandelt jenen Teil des Sozialrechts, der Sozialhilfe, Grundsicherung, Existenzsicherung oder Fürsorge genannt wird. Dabei handelt es sich um steuerfinanzierte Sozialleistungen, die bei individueller "Bedürftigkeit" gewährt werden. Die Vorlesung ergänzt die Vorlesung "Sozialrecht I" – dort werden die beitragsgebundenen Sozialleistungen vorgestellt (Sozialversicherungsrecht). Vorkenntnisse auf dem Gebiet der steuerfinanzierten bedarfsabhängigen Sozialleistungen werden nicht erwartet.
Die Vorlesung nutzt den LernraumPlus.
