300201 Social security and social assistance in developing countries (in English) (S) (SoSe 2016)

Social assistance is a core element of social security, providing benefits for persons considered as poor. In European welfare states, social assistance typically consists of benefits in the form of cash. In the global South, however, cash-based social assistance has become widespread only since the early 2000s. Today, one or more of these social cash transfer programmes can be found in the majority of the developing and threshold countries. What “are” these relatively young programmes at the interface between social policy and development policy? What benefits do they provide for which groups of persons and on what conditions?
The seminar provides an introduction into social policy in development contexts with the example of social cash transfers. Following theoretical approaches to social assistance, the participants will study several empirical examples of social cash transfer programmes in various countries in different world regions. The seminar includes a workshop to provide insights into methodological questions and into topical research, comparing social cash transfer programmes globally.

Requirements for participation:
------------------------------------
Participants will be expected to read the obligatory literature and to discuss the readings in the seminar. In order to prepare the classes, the participants are expected to explain one term/concept used by the authors of the obligatory reading, ask one question on the text, and prepare one question to discuss the topic (submission via email the day before each class; missing submissions will be tolerated at maximum three times). For the final class a short reflection on the seminar (300-500 words) has to be submitted.

Requirements for examination:
------------------------------------
Participants will be required to give an oral presentation of about 20 minutes per person using Power Point slides in one of the classes. They are furthermore required to moderate the discussion following the presentation. Participants following the modul “Transnationalization, Migration, Development” are required to work out the oral presentation in written form (8-10 pages), simply referring to the data and sources used in the oral presentation.
Depending on the number of participants, oral examinations (20-30 minutes) at the end of the seminar will be offered as an alternative.
