Jean Ziegler in seiner nicht gehaltenen Rede zur Eröffnung der Salzburger Festspiele 2011: „alle fünf Sekunden verhungert ein Kind unter zehn Jahren. 37.000 Menschen verhungern jeden Tag und fast eine Milliarde sind permanent schwerstens unterernährt. Und derselbe World-Food-Report der FAO, der alljährlich diese Opferzahlen gibt, sagt, dass die Weltlandwirtschaft in der heutigen Phase ihrer Entwicklung problemlos das Doppelte der Weltbevölkerung normal ernähren könnte.“ Zugleich hat sich in der Sozialpolitik der Bundesrepublik ein Paradigmenwechsel vollzogen: Von der Verteilungs- zur Leistungsgerechtigkeit. Zwei voneinander unabhängige Phänomene oder zwei Seiten einer Medaille? Dieser Frage geht das Seminar in Form von Fallstudien zur globalen und nationalen Armut nach.
