Die Vorlesung gilt dem Allgemeinen Teil des Öffentlichen Wirtschaftsrechts. Sie behandelt die europa- und verfassungsrechtlichen Grundlagen sowie die wirtschaftsverwaltungsrechtliche Ausgestaltung der Planung, Lenkung, Förderung und Kontrolle der Wirtschaft durch die staatliche Verwaltung. Behandelt werden insoweit insbesondere auch Fragen der Organisation der Wirtschaftsverwaltung und allgemeine Instrumente wie etwa die staatliche Wirtschaftsbetätigung, die Subventionsvergabe oder die Vergabe öffentlicher Aufträge.
