Mit den Studierenden bzw. Examenskandidaten werden zunächst die allgemeingültigen Vorgaben erarbeitet, deren Einhaltung für das erfolgreiche Schreiben einer Examensklausur erforderlich ist.
Dann soll in der Veranstaltung anhand der eigenständigen Bearbeitung von Examensfällen der Gebrauch des juristischen "Handwerkszeugs" für die Erstellung entsprechender schriftlicher Gutachten geübt werden, sodass sich die für das Examen erforderliche Routine einstellt.

Die Veranstaltung richtet sich an Studierende, die sich in der Examensvorbereitung befinden. D.h. das materielle und prozessuale öffentliche Recht, welches Gegenstand des 1. Staatsexamens sein kann, sollte den Teilnehmern grundsätzlich bekannt sein.
