Die Vorlesung behandelt die Funktion und Wirkungsweise von Recht sowie den Stufenbau der Rechtsordnung und verfassungsrechtliche Grundentscheidungen. Darin eingebettet werden die Grundrechte, die Gesetzgebung und die Verwaltung, insb. rechtliche Bindungen des Verwaltungshandelns. Hierher gehören auch die Eingriffs- und Leistungsverwaltung sowie die verschiedenen Handlungsformen der Verwaltung.
