Erarbeitet werden soll in diesem Kurs das Zusammenspiel von internationaler, regionaler und nationaler Regulierung im Bereich des Umweltrechts. Ausgehend von internationalen Übereinkommen (beispielsweise Rio-Deklaration im Bereich des Naturschutzes) wird deren Weg bis ins nationale Recht verfolgt. Dabei soll einerseits ein Verständnis der internationalen Problemlage und deren Auswirkungen auf die Nationalstaaten geweckt werden. Andererseits sollen Grundzüge der materiellen Regulierung im Umweltbereich sichtbar werden, insbesondere sollen die verschiedenen Ansätze der Umweltregulierung (Ordnungsrecht, ökonomische Anreize, Selbstkontrolle) in den Blick geraten.
