Die Vorlesung behandelt die Grundlagen des Völkerrechts. Neben den Grundfragen des Verhältnisses von Grundgesetz und Völkerrecht werden die Quellen (Vertragsrecht, Gewohnheitsrecht, allgemeine Rechtsgrundsätze) und Akteure (Staaten und andere Völkerrechtssubjekte) des Völkerrechts ebenso zur Sprache kommen wie Grundzüge des VN-Rechts und des internationalen Menschenrechtschutzes sowie die neueren Entwicklungen des Völkerrechts.
Über eine Exkursion zum Internationalen Gerichtshof nach Den Haag wird in den ersten Vorlesungswochen entschieden.
