Die Vorlesung richtet sich primär an Studierende der Rechtswissenschaft im Hauptstudium. Ihr Gegenstand ist Teil des Pflichtfachstoffs der Ersten Prüfung im Allgemeinen Verwaltungsrecht („Recht der öffentlichen Ersatzleistungen im Überblick“).
Behandelt werden die zentralen Institute des Staatshaftungs- und Entschädigungsrechts (Enteignung, enteignender und enteignungsgleicher Eingriff, Amtshaftung, Folgenbeseitigung, Haftung aus öffentlich-rechtlichem Schuldverhältnis usw.).
Die systematische Darstellung wird durch einzelne Fallbesprechungen ergänzt.
Die auf eine Semesterwochenstunde angelegte Vorlesung wird zweistündig in der ersten Semesterhälfte abgehalten.Es werden eine Aufsichtsarbeit sowie im Anschluss an die Vorlesung eine Ferienhausarbeit angeboten.
