Ziel der Vorlesung ist die Verschaffung eines Überblicks über das allgemeine und besondere Wirtschaftsverwaltungsrecht. Dargestellt werden der Einfluss der EG auf die Wirtschaft, die Aussagen des Grundgesetzes zum Verhältnis von Staat und Wirtschaft, die Wirtschaftsverwaltung, insbesondere die staatliche Wirtschaftsverwaltung in Bund und Ländern sowie die Selbstverwaltung der Wirtschaft, die Einwirkungsformen der Wirtschaftsverwaltung, direkte und indirekte Steuerungsmittel, das Vergaberecht, das Beihilfe- und Subventionsrecht sowie schließlich das Gewerberecht
