Das Kommunalrecht ist nach § 4c Nr. 6 b) JAO öffentlich-rechtliches Pflichtfach. Kommunalrechtliche Kenntnisse sind die Voraussetzung für die Lösung von Fällen auch aus anderen Gebieten des besonderen Verwaltungsrechts. Die Vorlesung behandelt inhaltlich die verfassungsrechtliche Stellung der Kommunen, ferner Rechtsform, Arten, Aufgaben und innere Organisation der Kommunen. Weitere Gegenstände der Vorlesung sind die Rechtsstellung der Gemeindeeinwohner, die wirtschaftliche Betätigung der Kommunen, die Gemeindefinanzen und die Kommunalaufsicht
