Am Beispiel riskanter Verwaltungsentscheidungen sollen Grundfragen der Organisationssoziologie erarbeitet werden. Dabei geht es um Fragen wie:
- Welche Umwelten unterscheiden Verwaltungen?
- Wie unterscheiden sich Verwaltungen als Organisationen von anderen Typen sozialer Ordnung?
- Was kennzeichnet den Organisationstypus Verwaltung im Gegensatz zu anderen (Unternehmen, Parteien, Kirchen)?
- Was sind die Strukturelemente von Verwaltungsorganisationen?
- Handeln Verwaltungen in besonderem Maße risikofreudig oder risikoscheu?
