Die Menschenrechte haben in den letzten Jahrzehnten eine erstaunliche Aufwertung in der internationalen Politik und im internationalen Recht erfahren. Zu den Akteuren der Menschenrechtspolitik gehören nicht nur die Staaten, sondern in zunehmendem Maße auch "non-governmental organizations" (NGOs). Das komplexe Zusammenspiel (oder auch Gegeneinander) von staatlicher und nichtstaatlicher Menschenrechtspolitik steht im Zentrum des Seminars.
