Die Vorlesung gibt einen vertiefenden Einblick in wesentliche Bereiche des besonderen Verwaltungsrechts. Vorgestellt werden die zentralen Vorschriften und Strukturen des Bauplanungsrechts und des Bauordnungsrechtes NRW. Ziel ist es, ein Verständnis für das Ineinandergreifen der bundesrechtlichen und landesrechtlichen Gesetze zu entwickeln, um so praktische Fälle des Baurechts lösen zu können, was in der Veranstaltung zur Vertiefung stattfinden soll. Verbunden wird die kommunale Raumplanung mit dem System der allgemeinen Raumplanung und am Beispiel der Landschaftsplanung mit der Fachplanung der Länder.
