Die Veranstaltung richtet sich in erster Linie an die Studierenden des Studiengangs Rechtswissenschaft mit dem Abschluss 1. (Staats)Prüfung. Nach dem vorangegangenen Modul A, in dem das Verfassungsrecht als Grundlage des öffentlichen Rechts gelehrt wurde, und vor dem Modul D, dessen Gegenstand das besondere Verwaltungsrecht ist, werden in der Vorlesung Allgemeines Verwaltungsrecht die Grundstrukturen des Verwaltungsrechts und das zentrale Rüstzeug zur Bewältigung öffentlich-rechtlicher Fragestellungen vermittelt. Wesentliche Themen der Vorlesung sind die Rechtsgrundlagen und die Organisation der Verwaltung, das Verwaltungshandeln, Kontrolle der Verwaltung und Folgen von Verwaltungsfehlern, das Recht öffentlicher Sachen und das Staatshaftungsrecht. Am Ende der Vorlesung wird eine Aufsichtsarbeit als Teilprüfung der Zwischenprüfung angeboten.
