Die Vorlesung behandelt das Zusammenwirken der deutschen Rechtsordnung, insbesondere des Grundgesetzes, mit dem Völker- und Europarecht. Sie gliedert sich in folgende Abschnitte:
1. Das GG als offene Verfassung
2. Die Organisation offener Staatlichkeit unter dem GG
3. Innerstaatlicher Vollzug – Verwirklichungsformen offener Staatlichkeit unter dem Grundgesetz
4. Maßstäbe und Grenzen offener Staatlichkeit
