Wie nicht anders zu erwarten gibt die Vorlesung eine Einführung in das Baurecht und Kommunalrecht. Bei diesen Gebieten handelt es sich um wesentliche Bereiche des besonderen Verwaltungsrechts. Vorgestellt werden die zentralen Vorschriften und Strukturen des Bauplanungsrechts und des Bauordnungsrechts NRW. Ziel ist es, ein Verständnis für das Ineinandergreifen der bundesrechtlichen und landesrechtlichen Gesetze zu entwickeln, um so praktische Fälle des Baurechts lösen zu können. Im Kommunalrecht werden die zentralen Institutionen und deren Kompetenzen in der Kommunalverfassung Nordrhein-Westfalen erläutert.
