Der Sozial- und Kriminalpräventive Rat der Stadt Bielefeld (SKPR) ist ein 1995 gegründetes handlungsorientiertes Instrument verwaltungsgestützter bürgerschaftlicher Selbstverwaltung. Die Trägerschaft bilden die Universität Bielefeld, die Stadtverwaltung Bielefeld und die örtliche Polizei. Im Gegensatz zu kriminalpräventiven Räten anderer Kommunen hat der SKPR seinen Wirkungskreis um den sozialen Ansatz erweitert. Er dient gleichermaßen als Koordinationsstelle zur Kriminalitätsvorbeugung wie als Gestaltungskoordinator für ein »soziales Miteinander«. Hiermit stellt er mit seiner Konzeption eine strukturelle Innovation dar, die auf kommunaler Ebene in der Bundesrepublik bislang einzigartig ist.
Im Seminar soll an einigen ausgewählten Beispielen die Arbeit des SKPR dargestellt werden.
Vorgesehene Themen sind:
- Gewaltprävention
- Graffiti
- Sucht- und Drogenprävention
- Sicherheit in der Bielefelder Innenstadt
- Mädchenprojekte
- Häusliche Gewalt
- Soziales Frühwarnsystem
- Gewalt im Sport
Darüber hinaus soll die Rolle der beteiligten Institutionen zur Diskussion gestellt werden: Was ist das Soziale am SKPR? Präventive Elemente in der polizeilichen Arbeit usw.
