2011 finden sechs Landtagswahlen statt. Dies ist Anlass, die grundlegenden Institutionen des deutschen Föderalismus und seiner Geschichte darzustellen und im internationalen Vergleich im Hinblick auf seine Besonderheiten zu thematisieren. Was charakterisiert den exekutiven und kooperativen Föderalismus deutscher Provenienz? Welche Bedeutung hat Föderalismus für die Bürgerinnen und Bürger? Welche Bedeutung haben die anstehenden Landtagswahlen?
