Die Veranstaltung richtet sich an Studierende im Schwerpunktbereich 6 "Europäisches und Internationales Recht", aber auch an andere Studierende, die daran interessiert sind, ihre verwaltungsrechtlichen Kenntnisse zu vertiefen. In den letzten Jahrzehnten ist die Verwaltung in mehrfacher Hinsicht umfassend europäisiert worden: Auf der Unionsebene ist eine differenzierte europäische Verwaltung entstanden. Zentral sind hier neben der Kommission vor allem die verselbständigten Agenturen wie beispielsweise Frontex, die Europäische Grenz- und Küstenwache.Zweitens sind mitgliedsstaatliche und europäische Verwaltungen eng miteinander verflochten, etwa bei der Arzneimittelverwaltung oder der Verwaltung von Zuschüssen für die Mitgliedstaaten. Drittens macht das Unionsrecht den Mitgliedstaaten Vorgaben für die mitgliedsstaatliche Verwaltungsorganisation. Dies kommt zum Beispiel in der Notwendigkeit zur Errichtung unabhängiger Regulierungsbehörden für Energie und Telekommunikation oder unabhängiger Datenschutzbehörden zum Ausdruck. Diesen drei Phänomenen geht die Vorlesung unter Heranziehung vieler Beispiele nach. Zudem ermöglicht die Veranstaltung die Wiederholung des Pflichtfachstoffes zum Allgemeinen Verwaltungsrecht.
Es werden eine Klausur und SPB-Hausarbeiten angeboten.
