250413 Inclusion and Exclusion: A Global Perspective (S) (SoSe 2021)

This course – that will be being held in English by a Prof. Dr. John Allison from Nipissing University/ Canada – introduces inclusive and special education in a comparative and international context. At the same time exclusive moments of different school systems are analyzed with the students. The theo-retical basis of the course is an overview of and a reflection about different ideas of special education as well as inclusion theories and definitions. Proceeding from this basis onwards, the course then of-fers an outline of the historical and recent developments in special and inclusive education in different countries around the world; but with special emphasis on Germany and Canada. It will also examine how the national developments relate to global issues like the UN Convention on the Rights of Persons with Disabilities or the Salamanca Declaration. Students are expected to engage critically in these top-ics through readings, class discussion and through doing an individually directed small investigation about a selected question regarding one of the countries being looked at in the course. The findings of the students’ investigation then will be described and discussed in the course and additionally exempla-rily demonstrated by the joint reading of main text passages selected by the students. Also, the con-clusions and the salient developments for each country will be compared amongst each other and within the frameworks of the theoretical foundation discussed at the beginning of the course.
In this course students gain an understanding of theories and definitions for Inclusion and Exclusion and Special Education and be able to explain them. Also, they develop an understanding of theories of Comparative and International Education. Additionally, students assess the issues of cultural, econom-ic and social diversity and special needs and how these patterns impinge on the classroom on a global level. They develop an understanding of some of the challenges of teaching in special needs environ-ment internationally. Furthermore, students discuss in several formats their knowledge of regional ed-ucation systems and issues of inclusion and exclusion in these systems and respond to the following questions: Are special needs and inclusion addressed in human rights and law? And how are they re-lated to exclusive educational and societal processes? The approach the students follow is research based and also theoretically based. They therefore learn during the course how to connect theoretical ideas with different ways of how to answer research questions with appropriate research methods.
