Die Veranstaltung bildet den ersten Teil einer fortgeführten Vorlesung. Sie hat folgenden Inhalt: Grundprinzipien der Umweltpolitik und ihre Umsetzung in das Umweltrecht - Funktion und Wirkungskreise von Umweltrecht - Europarechtliche Grundlagen - Gesetzgebungs- und Verwaltungskompetenzen im Verhältnis Bund-Länder - Luftreinhalterecht, insb. Recht der genehmigungs- und nichtgenehmigungsbedürftigen Anlagen.
Die Veranstaltung richtet sich in erster Linie an Studierende des Studienganges "Umweltwissenschaften". Am Ende des Semesters wird eine Klausur angeboten.
