Alle Schulen entwickeln sich, weil sich u.a. die Umfeldbedingungen ändern oder neue Lehrpläne eingeführt werden, neue Abschlüsse erteilt oder Schulen zusammengelegt werden. Diese sich mehr oder weniger zufällig ergebenen Neuerungen sind nicht gemeint, wenn im wissenschaftlichen Sinne von Schulentwicklung gesprochen wird. Dahinter verbirgt sich eine Begrifflichkeit, mit der ein permanenter Prozess beschrieben wird, der systematisch geolant und gesteuert verläuft und dem stets ein abgestimmtes Handlungskonzept zu Grunde liegt. Schulentwicklung meint dabei die Entwicklung der Einzelschule, weil jeder einzelne Schule zwar einerseits allgemeinen Ansprüchen zu folgen hat, andererseits aber durchaus als "Individuum"zu betrachten ist. Dabei kommen insbesondere die Teilkomponenten von Unterrichts-, Personal- und Organisationsentwicklung zum Tragen.
