Nachdem es lange so schien, als sei die Gewalt in den "Hochsicherheitstrakten" von Bundesligastadien unter Kontrolle, ist durch die "Ultra"-Szene eine neue Entwicklung entstanden.
Dabei geht es nicht nur um Auseinandersetzungen mit gegnerischen Fans und der Polizei, sondern z.T. richten sich Drohungen und Gewalt auch gegen die eigene Mannschaft bzw. Funktionäre des eigenen Vereins. Die Fragen lauten, wie diese Entwicklung zu erklären ist, welche Lösungen zur Kontrolle vorhanden bzw. entwickelt werden müssen sowie danach, wie möglicherweise Auswirkungen in unteren Fußballligen verhindert werden können.
