International police cooperation is often viewed by governments and police organizations as a necessary response to the globalization of crime. As criminal networks became increasingly global, so too the police had to build global networks and institutions to deal with novel forms of cross-border crime. In this seminar, we take a critical look at this explanation, and examine why and how policing “globalized.” We examine the globalization of policing across two primary dimensions. First, we examine in what way international policing can be viewed as a foreign policy instrument. Second, we focus on the mutually constitutive relationship between domestic policing practices and policing as foreign policy, focusing on the means through which domestic policing practices are shaped and formed by different types of policing engagements across the globe. We will explore these phenomena through a select number of case studies.

Requirements for participation, required level

The seminar, including all literature and presentations, will be held in English. A good command of English is therefore necessary. All literature and other learning materials will be made available.
