300119 Steuerungsreformen: Vom New Public Management zur Better Regulation (S) (WiSe 2017/2018)

In den Politikwissenschaften, der Verwaltungswissenschaft und der politischen Soziologie werden die aktuellen Reformen in vielen Politikbereichen mit dem New Public Management (NPM)in Verbindung gebracht. In diesem Seminar soll diese reformatorische Zäsur für politische Steuerungsmodelle analysiert und ihre Folgen betrachtet werden. Dazu sollen einerseits jene traditionellen Steuerungsmodelle betrachtet werden, deren Schwachstellen durch NPM überwunden werden, andererseits die Diskussion zur ‚Better Regulation’ in den Blick genommen werden, die wiederum die Schwachstellen des NPM bewältigen.
Der Schwerpunkt des Seminars liegt auf der aktuelleren ‚Better Regulation’ Debatte und auf Verfahren, wie der ‚risikobasierten Regulierung’, die die Rationalisierungsprozesse des NPM abzumildern und flexibler zu gestalten versuchen. Dabei wird einerseits auf die Funktion solcher Verfahren abgestellt, andererseits soll durch Rückgriff auf vergleichende Studien die Abhängigkeit der Rationalisierungserfolge von institutionellen Faktoren herausgearbeitet werden.
