Mobility in Europe is a very particular form of migration. While intra-EU migrants cross borders, not only political borders but also language and cultural boundaries, at the same time they move freely in the context of the EU Principle of Free Movement. Mobility within the EU has on the one hand been promoted by European policy-makers as an expression of European integration and as a means to foster a European identity. However, on the other hand there have also been expressions of concern about the potential exploitation of “cheap labour” provided by migrants from Southern and Eastern Europe in the stronger economies of Western and Northern Europe. Furthermore, anti-European and anti-migrant sentiments have prevailed in public discourses in many European countries, contributing to changes to European cohesion, including Brexit.
In this course, we will first look into the patterns of migration in Europe as well as the legal foundations for European mobility, including potential changes caused by Brexit. Then we will address different examples of forms of intra-EU mobility, including international student mobility, labour migration, the exclusion of particular groups of EU citizens, as well as the mobility of third country citizens within the EU.
