Das Seminar thematisiert Politikveränderungen (Policy-Wandel bzw. policy change) im Sinne neuer Gesetzgebung und Reformen aus der Perspektive der Policy-Forschung. Wie kommt substanzieller Policy-Wandel zustande und was sind die Treiber und Hürden von Politikveränderungen? Wann greift die Pfadabhängigkeit, die maßgeblichen Policy-Wandel oftmals verhindert?

Diese und weitere Fragestellungen werden wir anhand verschiedener Policy-Prozess-Theorien beleuchten. Dazu werden theoretische Einführungstexte und empirische Anwendungen besprochen. Zudem werden wir mit Fallstudien zu den Politikfeldern der Klima- und Sozialpolitik arbeiten und die Theorien selbstständig anwenden. Nach Möglichkeit wird es Gastvorträge geben, die die Arbeit mit den besprochenen Theorien schildern und neueste Forschungsergebnisse aus den Bereichen präsentieren.
