Es gilt als eines der größten Hindernisse auf dem Weg zu einer Demokratisierung Europas, dass eine Europäische Öffentlichkeit allenfalls in Ansätzen existiert. Dabei herrscht nicht einmal Einigkeit darüber, ob es eine solche, je nach dem wie man sie definiert, überhaupt gibt. Transnationale Kommunikationsprozesse und transnationale Öffentlichkeiten in Europa bestehen unbestreitbar jedoch seit langer Zeit. Thema des Kurses wird somit auf der einen Seite die Frage nach Konzeptionen einer Europäischen Öffentlichkeit sein. Auf der anderen Seite wird anhand konkreter Beispiele nach Mechanismen transnationaler Kommunikationsprozesse in Europa gefragt. Der thematisierte Zeitraum erstreckt sich vom 18. Jahrhundert bis in die jüngste Vergangenheit.
